1991-1995  - Deputy Assistant Commissioner, Information Systems Management
Internal Revenue Service, Washington, D.C.

  • Managed, operated, maintained, and enhanced systems consisting of 300,000 function points, nationally deployed into 12 large Data Centers, and numerous smaller facilities.

  • Led design and establishment of software development infrastructure using advanced development tools.

  • ·Developed and implemented enhanced fraud detection, collection, auditing and customer service capabilities.

  • Initiated accelerated consolidation of major tax processing systems and implementation of corporate data base environment.

  • Led the initiative to improve IRS’ software engineering processes to levels 2, 3 using the Software Engineering Institute (SEI) Capability Maturity Model (CMM).

  • Initiated and successfully implemented a Business Process Reengineering project for contracting systems development.

  • ·Served as Source Selection Official for a successful, highly innovative $ 1 billion procurement (Treasury Information Processing Support and Services contract).

  • Led enhanced Systems Life Cycle definition and implementation which includes Information Engineering, Systems Reengineering, Rapid Prototyping, Object Oriented and legacy methodologies.

1988-1991 - Assistant Regional Commissioner (Data Processing)

  • Directed ADP program involving receipt, processing, and accounting for tax returns filed in central U. S.

  • Established program goals, managed and evaluated processing, customer service, and information systems support operations in District Offices and Service Centers.

  • Managed Taxpayer Service education, information, and public affairs (media) programs.

  • ·Improved Taxpayer Service productivity by 30 percent while achieving second highest accuracy levels nationwide.

  • Served on Tax System Modernization program and project management boards.

1985-1988 - Assistant Service Center Director Internal Revenue Service, Fresno, California

  • Managed over 7,000 Service Center employees performing tax returns processing, accounting, examination, collection, criminal investigation, data processing, and quality assurance activities.

  • Successfully led center-wide Total Quality Management (TQM) initiative.  The Center received a Presidential Quality Prototype Award, and was one of two civil agency finalists for the President’s Quality Award (Baldridge Award equivalent).

  • Initiated system to automate case management and control, major contributor to other systems redesign efforts, including Electronic Filing.

  • ·Managed three highly successful tax return filing seasons.

  • Reduced by 60 percent the time to process individual tax returns.  Implemented     substantial quality and service level improvements

1976-1985 - Chief, Processing Division; Asst. Chief, Computer Services and Accounting Division; Chief, Quality Assurance and Management Support Division

  • Managed operations, financial, quality, and systemic components of large data processing center.                                  

  • Received Presidential Letter of Commendation for improvements in systems operations, saving $5 million annually.

  • mproved cash management practices through process reengineering and business strategies, reducing interest costs to the government by $3 million per year.

  • Led most cost-effective Processing Division in nation, saving $1 million annually in labor costs.
