E X P E R I E N C E     S U M M A R Y Bruce Pill is the former Deputy Assistant Commissioner, Information Systems Management Internal Revenue Service.  He served a twenty year career with the Internal Revenue Service including ten years at the Senior Executive Service (SES) level.  After leaving the Internal Revenue Service, Bruce founded Vinculum Solutions, Inc.   Over the past eight years Vinculum Solutions, Inc. has successfully grown to current annual revenues exceeding $6 million.  Bruce's qualifications include: Leading complex nationwide systems management, operations, development, maintenance, and deployment programs and projects. Directing the operation of a very large financial, information processing, enforcement, and customer service data center in a time sensitive, highly visible environment. Reengineering and implementing business and systems development processes. Developing and executing Strategic Business Planning processes and plans. Developing and implementing Total Quality Management and Quality Assurance programs in large financial data processing centers. Leading the improvement of software engineering process capability and maturity. Directing the design and implementation of a software development environment including life cycle definition, multiple methodologies, infrastructure, and a diverse tool set encompassing ICASE, Object Orientation, and key process area support. Design, develop, and manage Development and Testing Environments Provide development and testing tool subject matter expertise and tool integration services to large government and commercial clients. Develop tools-based applications to define and manage development and testing workflow using products such as Rational ClearQuest. Integrate Enterprise Resource Planning products such as PeopleSoft HRMS and COTS components into enterprise systems architectures and other strategic business and systems planning documents. Provide consulting, business and systems engineering, proposal support, business development, and educational services to commercial and government clients in the Tax Systems arenas. Develop Systems Life Cycle integration and deployment plans and proposals. Assess readiness to implement changes in business process and technology.  Evaluate and improve systems development process capability using the Software Engineering Institute Capability Maturity Model.  Survey, assess, measure, and improve customer satisfaction. Provided strategies, guidance, and helped author winning IRS PRIME Integrator proposal, a multi-billion dollar procurement.
