S U M M A R Y
Clyde
G. McShan, II currently is an independent consultant following his service as Director/Program Manager for
Computer Sciences Corporation between 2005 and December 2006. In his
CSC position, Mr. McShan was responsible for the transition of work to and the processing of
work by the NASA Shared Services Center (NSSC) located at the
Stennis Space Center in Mississippi. The NSSC is a newly
established organization within NASA that has been created to handle
all back office processing for NASA throughout the world. This
includes Human Resource Management, Financial Management,
Procurement Management, and Information Technology support. In
addition, Mr. McShan was responsible for the establishment and
operation of a Call Center to handle all questions relating to
transactions processed by the NSSC.
Mr. McShan served as Executive Vice President for Savantage
Solutions, Inc., from 2003 until 2005. Savantage is a woman owned small
business providing financial products and services as well as a wide
variety of IT services. As such, Mr. McShan was responsible for
managing existing tasks and well as for business development
relating to the Federal agencies located throughout the country with
emphasis on Washington, D.C. and New Orleans, LA.
Prior to
taking a position with Savantage Solutions, Inc. Mr. Mc Shan served
as Senior Vice President of the Federal Group of Affiliated Computer
Services (subsequently sold to Lockheed Martin). Mr. McShan was
responsible for nation-wide business development and management of a
large number of ACS customers and potential customers in Federal
civilian agencies. His organization employed approximately 300 IT
professionals in locations throughout the United States with an
annual revenue base of over $50 Million. Prior to assuming this
position, Mr. McShan served as Vice President for ACS’ Professional
Services Central and ACS’ Gulf States Operations. While serving in
each of these positions, Mr. McShan materially expanded both company
revenue and staff.
While with
the Federal Government, Mr. McShan served as the Deputy Chief
Financial Officer and Director for Financial Management at the
Department of Commerce in Washington, D.C. In this position, he was
responsible for financial management and accounting activities
throughout the Department including development of an integrated
financial management system for the Department.
Mr. McShan
was Director of the U.S. Department of Agriculture's National
Finance Center (NFC) in
New Orleans,
LA, from 1981 until 1993. Under his direction, the NFC became a
recognized leader in providing financial management services to the
Federal sector. He served in the Senior Executive Service for 17
years. Mr. McShan joined the staff of the NFC in 1972 and held
several managerial positions before being appointed Director. He
began his Federal service in 1965 as an auditor with USDA's Office
of the Inspector General.
Mr. McShan
was awarded the Robert W. King Memorial Award, the Association of
Government Accountants’ (AGA) highest award. He received the Joint
Financial Management Improvement Program's Donald L. Scantlebury
Memorial Award for his distinguished leadership in financial
management. He received the Elmer Staats Award from the AGA for
outstanding executive leadership in the area of financial
management. His achievements have been recognized by USDA's highest
award, the Distinguished Service Award, a Distinguished Executive
Service Award from the Senior Executive Association, and two
Presidential Meritorious Rank Awards. He has been twice named one
of the top 100 Federal information systems managers by Federal
Computer Week and was inducted into the Government Computer Week’s
IT Hall of Fame in October 1997.
Mr. McShan is
an active member of the AGA, in which he has held several local and
national offices, and the Institute of Internal Auditors. He was
the 1994-1995 National President of AGA and currently serves on
their National Board of Directors. He has earned the professional
designations of Certified Government Financial Manager, Certified
Internal Auditor, and Certified Office Automation Professional.
Mr. McShan
has worked as a volunteer with the United Way for the Greater New
Orleans Area over the last 20 years. He served on the United Way
Board of Trustees, has chaired the community-wide Campaign raising
about $20 million, served as Chair of the United Way Marketing
Division, and chaired the Community Resources Division. Mr. McShan
also served on the Board for the Center for Nonprofit Resources and
is immediate past Chair of the Board for the Metropolitan YMCA.
Mr. McShan
twice chaired the New Orleans Federal Executive Board, served on the
Board of the Louisiana Technology Council, the Tulane University's
Computer Advisory Board, and has served on Xavier University's
Business Advisory Board, and the University of New Orleans'
Accounting Advisory

Director/Program Manager, Computer Sciences Corporation (October
2005 – Present
Mr. McShan
serves as Program Manager/Director for the NASA Shared Services
Center (NSSC) located at Stennis Space Center in Mississippi. The
NSSC has been established to handle all of the back office support
for NASA throughout the world. This includes processing of
transactions relating to Human Resources management, Procurements,
Financial Management, and Information Technology. It also includes
the operation of a Call Center to support the functions performed by

Executive
Vice President, Savantage Solutions, Inc. (March 2003 – Present)
Mr. McShan
served as Executive Vice President of Savantage Solutions, Inc., a
woman owned small business. In this position he played a key role
in the area of business development to effectively market financial
and IT services for Savantage Solutions in locations throughout the
country. Mr. McShan was also responsible for managing various
contracts held by the firm. One such contract under his management
was the contract which resulted in the migration of the
payroll/personnel operations of the Department of Labor to the
USDA’s National Finance Center. This migration was completed in
April, 2005.
Senior Vice
President, Affiliated Computer Services/Lockheed Martin (March 2003 –
March 2004)
Mr. McShan
served as Senior Vice President in ACS Government Services,
Civilian Agency Group which was purchased by Lockheed Martin in
November 2003. While serving in this position, Mr. McShan was
responsible for nation-wide business development and management of a
large number of ACS/LM customers and potential customers in
Federal civilian agencies including the Departments and Agriculture,
Commerce, Interior, Labor, Treasury, Veterans
Affairs, and Transportation. He was also responsible for winning
and managing business at the U. S. Postal Service, the General
Services Administration, the Office of Personnel Management, the
General Accounting Office, the Smithsonian Institute, and the
Equal Employment Opportunity Commission. His organization currently
employs approximately 300 IT professionals in locations throughout
the United States.
Senior Vice
President, Affiliated Computer Services (March 2001 – March 2003)
Mr. McShan
served as Senior Vice President for Affiliated Computer Services (ACS)
headquartered in Dallas, Texas, and, as such, is a key contributor
to business growth of the company’s financial management systems
business. He headed the Professional Services Central (PSC)
division for the ACS Government Services Inc., Business Technology
Services, and was responsible for managing the operations, client
satisfaction, and developing new business opportunities in eighteen
states in the Central United States. He managed a staff that
generated annual revenue of almost $60M. PSC provided a wide range
of information technology services to over 45 different government
clients at 143 sites.
Vice
President, Affiliated Computer Services (January 1997 – March 2001)
He served as
Vice President for Affiliated Computer Services and is a key
contributor to business growth of the company’s financial management
systems business. He headed the New Orleans operation for the
Information Technology Solutions Company of ACS Government Solutions
Group, Inc., and as such was responsible for managing the
operations, client satisfaction, and developing new business
opportunities in the New Orleans area and for managing ACS’
New Orleans
office. As Vice President of the Gulf States Operations Division,
Mr. McShan was able to increase revenue from $3 Million a year in
1997 to $18.7 Million in 2000. He also expanded the staff in New
Orleans from 50 to over 200. In New Orleans, ACS provided
information technology services to the Navy, USDA’s National Finance
Center, the Corps of Engineers, Minerals Management Service, Tulane
University, Shell Oil, Keesler Air Force Base, Hibernia National
Bank, and the YMCA of Greater New Orleans.
Director,
Office of Financial Management and Deputy Chief Financial Officer
Department of Commerce (January 1993 - January 1997)
Mr. McShan
headed a Departmental Office and served as the Deputy Chief
Financial Officer for the Department of Commerce. He managed an
organization composed of 70 professional and clerical employees
responsible for ensuring Departmental compliance with all laws,
regulations, and guidelines regarding financial, accounting, and
fiscal management, including the Chief Financial Officers Act,
Federal Managers' Financial Integrity Act, the Government Management
Reform Act, and, in conjunction with the Office of Budget, the
Anti-Deficiency Act. He represented the office with all central
agencies and other Cabinet Departments on matters affecting the
assigned functions. Developed and implemented policies and
procedures for Department financial management and accounting
requirements. Mr. McShan oversaw financial management activities
relating to the programs and operations of the Department. He
provided policy guidance and oversight of Department financial
management personnel. Prepared the Department's Five-Year Financial
Management Plan and implemented an integrated Departmental
accounting and financial management system, including financial
reporting and financial internal controls which comply with
applicable accounting principles, standards, and requirements.
Managed projects for the re-design or enhancement of the
Department's financial management systems, including establishment
of financial controls, systems for asset management, including
property and inventory management and control, and systems for cash
management, credit management, and debt collection.
He served as
the Department's Debt and Credit Management Coordinator and its Cash
Management Coordinator. His organization reviewed fees, royalties,
rents, and other charges imposed by the Department for its services
and made recommendations on revising those charges. It also
provided financial management and accounting consultative services
as requested by Department officials. Mr. McShan directed the
operation of the Department's large-scale full service computer
center in Springfield, VA, a center that provided services on
reimbursable agreements with numerous Federal entities.
As Deputy
Chief Financial Officer, he served on the Government-wide Chief
Financial Officers’ Council and chaired the Committee for
Entrepreneurial Government for the Council and directed the effort
to establish Franchise Funds and Franchises within the Government
and to privatize Government organizations. The Government
franchises he established provided a variety of administrative
management functions to various Government entities under cross
servicing arrangements. In establishing these organizations, Mr.
McShan worked closely with OMB and the Congress on these efforts.
Director,
USDA's National Finance Center New Orleans, Louisiana (1981 - January
1993)
Mr. McShan
directed and controlled all aspects of the National Finance Center
(NFC), including budgeting, planning, policy administration, and
operations. He provided leadership and administered the NFC with
budget authority of over $100 million annually and employment
totaling over 1,500. The mission of the Center is to design,
develop, and operate cost-effective systems. Specifically, NFC (1)
provides biweekly payroll services to 450,000 Federal employees; (2)
maintains personnel information pertaining to these employees; (3)
processes administrative payments to vendors and Governmental
agencies; (4) maintains property information for the Department; (5)
issues bills and collects for services provided by Federal agencies;
(6) handles accounting; and (7) serves as record keeper for a 401(k)
plan which serves 2.2 million Federal employees with asset value of
over $40 billion.
He
represented the office in discussions with top Government leaders,
Congressional members and staff personnel, and leaders in the
private sector. Lectured before seminars sponsored to describe
methods to improve productivity, develop and maintain ADP systems,
establish effective internal controls, improve cash management, and
design and implement an integrated Payroll/Personnel System.
The NFC is a
pioneer in developing financial management systems within the
Federal Government and has developed a reputation for providing
quality customer service. Under his leadership, NFC began to cross
service other Federal entities which resulted in unprecedented
growth of the Center. Mr. McShan is considered to be the father of
cross servicing at NFC and as a result of his leadership; numerous
Federal agencies have contracted with the Center for financial
services. This has resulted in a huge expansion of the Center. The
achievements of NFC have been recognized through numerous awards and
in various reports prepared by the General Accounting Office, the
Office of Personnel Management, the Joint Financial Management
Improvement Program, and the President's Council on Management
Improvement. Furthermore, several magazine articles have described
the systems of NFC as effective, efficient, and worthy of emulation
throughout the Government.
Deputy
Director, USDA's National Finance Center New Orleans, Louisiana (April
1980 to January 1981)
Mr. McShan
served as the Deputy Director of the NFC and shared total
responsibility with the Director for the operations of the Center.
Chief,
Accounting Division, USDA's National Finance Center New Orleans,
Louisiana (1978-1979)
Mr. McShan
managed an organization consisting of approximately 350 clerical and
professional accounting personnel. He was responsible for planning,
directing, and controlling highly automated activities related to
financial management, accounting control, reporting, and related
functions for the NFC.

Operations Division, USDA's National Finance Center New Orleans,
Louisiana (1974 - 1978)
He managed an
organization consisting of approximately 600 clerical and
professional personnel. Was responsible for planning, directing, and
controlling transactional processing for the NFC, scheduling
functions on large-scale IBM and Honeywell computer equipment;
planning and operation of all aspects of a very large scale
mainframe computer center, preparation of internal and external
operating manuals for the NFC, and providing administrative support
services to NFC, including procurement, inventory control, space
management, and supplies.

Branch, USDA's National Finance Center New Orleans, Louisiana (1972 -
1974)
Mr. McShan
served as Chief of the Audit Branch and was responsible for
developing audit standards and procedures and for auditing
transactions processed by NFC.
