Has forty-eight years of Federal financial experience in the Federal Government and the private sector.  In June 1962 he entered the Federal service and served twenty two years with the Department of Treasury, Financial Management Service (FMS).  He entered as a fiscal accounting trainee and departed after serving the last four years of his Federal career as the Deputy Commissioner of the Service.  Mr.

Faunce served in several operational and staff management and technical positions in the FMS Governmentwide Accounting, Disbursing, and Investment operations.  He was appointed to the Senior Executive Service (SES) as a Charter Member on June 13, 1979.  In July 1984 Mr. Faunce entered the private sector joining Computer Data Systems, Inc. (CDSI) as a Member of the Corporation's Management Advisory Staff.  In 1986 Mr. Faunce became CDSI's Vice President of the Financial Management Division responsible for the sales and implementation of the corporation's Financial Accounting and Reporting System (FARS) to Federal and State government agencies.  In January 1997 Mr. Faunce established Financial Management Services, Inc. (FMSI).  At FMSI Mr. Faunce has provided financial management consulting services to Federal agencies and private sector software vendors and system integrators through a cadre of former Federal SES members and senior operations managers and technical staff.

Accomplishments:

Corporate management of the GSA/FMSS certification of the Financial Accounting and Reporting System (FARS) and the Debt Management and Collection System (DMCS).

Over $35 million of sales and implementation revenues of CDSI's: 1) FARS and i.e.FARS in numerous Federal Government agencies, including the Pension Benefit Guaranty Corporation, Bureau of the Public Debt, Financial Management Service, Department of Commerce, Public Health Service, and the Export Import Bank of the United States and 2) FARS in twenty five State Employment Security Agencies, and 3) DMCS in the Department of the Navy, New York State Higher Education Services Corporation, U.S. Department of Education, and U.S. Public Health Service.

Established and managed CDSI's teaming alliances for implementation and integration of FARS with COGNOS, Information Builders, Coopers and Lybrand, and Bank of America/Security Pacific National Bank.

Developed and marketed a proprietary Executive Information System that integrates CDSI's FARS and COGNOS decision support software for initial implementation at the Department of Commerce.

Established Department of Commerce Franchise Fund Integrated Time and Accounting System (ITAS) including implementation of CDSI's i.e.FARS Federal Fund Accounting System, Federal Executive Decision Support System (FEDS), Biometric Access Security System (BASS), and LMPlus Time and Attendance System.

Senior Executive Service Officer in Charge responsible for: the management of a $600 million budget and a staff of 2500 people in the Washington, D.C. headquarters and seven, nationwide, Regional Financial Management Centers for performing Treasury Department diverse government-wide central accounting-reporting, disbursing, depositary account maintenance, and cash management missions and functions.

Director, Government Accounting Systems Staff: Senior Executive Service, Charter Member (SES) responsible for budget of over $10 million and 100 people engaged in government-wide financial management systems development, including: central accounting and reporting, disbursing and collection, regulatory procedures documentation, and systems maintenance. Represented the Department of the Treasury in the Joint Financial Management Improvement Program.

Various Management and Operating Positions: Progressive line and staff experience including the Executive Development Program's Bureau-wide management training, Government-wide Central Accounting and Reporting System's technical operation and management, Trust and Deposit Fund administrative accounting and systems development, and other Bureau-wide systems planning and development.

Accomplishments:

Directed the establishment of a strategic and tactical long range planning process that was integrated with the Bureau's budget and appropriation process for directing the Financial Management Service's growth into the year 2000.

Planned and directed the Treasury's Payment and Collection Mechanism Study for the future including: cash management, debt collection, electronic fund transfer,  electronic commerce Smart Card applications and operations for current and long term implementation.  The Treasury Payment and Collection Mechanism Study included Federal contractor support, financial and information technology organization participation, and international visitations regarding Electronic Benefit Transfer, Smart Card, and Domestic and International settlement operations, i.e., ACH, Fedwire, and SWIFT.

Implemented the Treasury's paper check conversion and FEDWIRE electronic fund transfer programs, including the design and implementation of the Treasury Financial Communication System (TFCS) EFT connection to the Federal Reserve System's FEDWIRE interbank settlement fund.  The TFCS system was initially installed on Honeywell Information System mainframe computers and subsequently moved to Tandem "non-stop" computer architecture and from the Federal Reserve "Culpepper Switch" Star network to the Federal Reserve Communication System (FRCS-80) x25 packet switching network.  The most well-known use of packet switching is the Internet network and local area networks.

Managed the upgrade of the Financial Management Service's mainframe computer systems used in its Headquarters and Regional Financial Centers, which is the second largest computer user group within the Department of the Treasury.  The selection of Honeywell Information Systems hardware and software moved the Financial Management Service from a batch processing operation to a real-time timesharing operation that connect it's Regional Financial Management Centers, Agencies, and the Federal Reserve System.

Directed the design and implementation of: 1) the Simplified Intra-Governmental Billing and Collection System (SIBAC), the Government's first book entry system for intra-government payments, 2) federal fund accounting procedures for the International Monetary Fund, Special Drawing Rights, 3) Sale and demonetization of U.S. Gold Reserves, 4) Federal Finance Bank, 6) Off-Budget Financial Reporting Requirements, and 7) the Presidents Commission on Budget Concepts, Unified Budget Concept Loan Account and Financial Statements Restructuring.
