S U M M A R Y
Mr. Leech has over 35
years experience in Information Technology and financial management,
including 25 years of management, direction and administration of
large operations, support and development organizations as well as
key project management roles for at the General Accounting Office
and the House of Representatives. He has held key management
positions and directed major projects at the State and Federal
Agency level. As a Senior Manager at several consulting services
firms, Mr. Leech has successfully directed agency level support
projects of over 300 staff and contractors including all system
development life cycle phases on mainframe, LAN and desktop
applications. Mr. Leech holds a BA degree from the University of
Maryland and an MA in Management and Supervision from Central
Michigan University.
Director, Financial
Systems
U S House of Representatives - 1997 to Present
As
the Financial Systems Director, Mr. Leech is currently responsible
for management of the Federal Financial System (FFS) for the House
of Representatives. As the Program Manager for a long-range project
to replace all legacy systems with a JFMIP certified financial
system, he was given approval of the House Committee on
Administration and the House Appropriations Committee to establish
the replacement project, perform a business process analysis,
functional and technical requirements analysis and market survey of
JFMIP certified financial systems for which he has already received
$6.7 million in partial funding. Major accomplishments include
completion and stabilization of the FFS after a minimal
implementation prior to his employment, He was also responsible for
implementing Electronic Funds Transfer with email notifications to
all vendors and employees, electronic access to key House reports to
Member Offices, standardization of interfaces with 7 subsidiary
financial systems, automated consolidated billing for large vendors,
and implementation of accrual accounting and commitment accounting.
As a result of these measures, the House has had an unqualified
opinion for 3 straight years.
Marketing Director
Advanced Technology Systems (ATS) Inc. -
1994 - 1997
As
the National Accounts Representative for ATS, Mr. Leech was the
senior marketing director developing new business with Federal,
State, and Local Governments while managing technical projects for
several Federal Government clients on a GSA services contract. Mr.
Leech was responsible for executive level client interface, project
oversight, budget development and project tracking, and all facets
of task management for multiple tasks.
Senior Area Manager
Computer Data Systems, Inc (CDSI) -
1988 - 1994
During
his tenure at CDSI, Mr. Leech held several management positions. He
was the Senior Area Manager for Systems Engineering Services on the
Department of Energy (DOE) support services contract responsible for
managing over 230 ADP professionals on 70 tasks in support of system
development and support. As the Program Manager on the GSA Eastern
Zone Business Systems contract for the Federal Information Systems
Support Program, Mr. Leech was responsible for the CDSI management
interface between GSA management and CDSI's 6 geographically
dispersed Group Managers and over 340 staff in the performance of 65
geographically disbursed work request and fixed price tasks.
Earlier, Mr. Leech was the Project Director for an INS Services
Contract, responsible for directing the activities of over 190 CDSI
and 120 subcontractor staff on 40 task orders involving the
development and support of national systems.
Assistant Director for
Information Systems
U.S. GENERAL ACCOUNTING OFFICE - 1985 -
1988
As
the Assistant Director for Information Systems, Mr. Leech was
responsible for directing the efforts of 5 Systems Groups and 26
professional staff involved in the development and maintenance of
GAO administrative systems, overall direction of activities to
transfer and start up administrative systems to the Dept. of
Agriculture National Finance Center. This included
establishing base level operating budgets for system support and
outside contractual services, oversight and technical guidance to
project leaders and the realignment of contractor staff to reduce
costs and coordination with agency management. He also
established a Financial systems operations support group,
successfully re-procured a $5 million contract at a 20% reduction in
cost, established a contractor staffed micro maintenance service,
and initiated the nationwide technical support team.
Manager, Software Support
SPECTRUM LEASING CORP. - 1984 - 1985
As
the Manager of Software Support, Mr. Leech directed the
installation, leasing, and maintenance support for a $4.5 million
microcomputer contract, building configurations, and providing
maintenance services for 800 microcomputers including a national
hardware/software hotline service with 50 technicians in 40 cities
around the U.S.
Principal Consultant
CALCULON CORPORATION - 1975 - 1984
As
a Principal Consultant and project manager, Mr. Leech directed a
facilities management contract with the Office of Chief, Army
Reserve installation located in the Pentagon. He managed a FERC
contract in the design and implementation of a major on-line case
management information system. Prior to that, Mr. Leech was the
financial systems development/support manager at the Department of
Energy headquarters here he was responsible for a department of 35
professional staff. He directed the development of project plans,
staffing, budgeting, and technical review for all DOE headquarters
financial systems on mainframe and mini-computers.
Assistant Director for
data processing
MD. DEPT OF HEALTH & MENTAL HYGIENE - 1969 - 1975
As
the Assistant Director for data processing, Mr. Leech was
responsible for development and operational activities for a
division consisting of 85 data processing professionals and support
staff. He guided the development projects that produced agency-wide
systems for budget formulation and funds accounting, Medicaid, and
mental health outpatient records management, and redesigned the
Medical Assistance Bill Paying System reducing system processing
time by 75%. His staff also developed and installed a CICS
based Medicaid Eligibility Status system that maintained records on
500,000 recipients and issued plastic service cards quarterly.
Senior Member of
Technical Staff
COMPUTER SCIENCE CORPORATION - 1967 -1969
As
a Senior Member of the Technical Staff, Mr. Leech was responsible
for design of financial and juvenile offender reporting systems for
the Department of Public Safety in Maryland. He helped to
install a more efficient state wide incident and case tracking
system which was ultimately used to help substantiate the need for
additional state and federal funding as well as defining rates of
recidivism for juvenile crime. In an earlier assignment, he
was involved as a task leader in the design and development of an
Army Personnel System that tracked manpower and assignments of
officer personnel. His responsibilities included supervising
programmer analysts in the design and programming phases on an IBM
360/165 under DOS and presentation of briefing material to Army
Managers.
