Directed the data conversion project on the financial systems implementation (FSI) program for the US Agency for International Development (USAID). Supervised the migration of over 85,000 obligation, expenditure, award, advance, and vendor records to the new accounting coding structure (ACS) into AMS Momentum (COTS) core financial system. Coordinated world-wide legacy system Mission Accounting Control System (MACS) payment database (MACSTRAX) data migration with 38 overseas accounting stations in developing and populating the new accounting classification structure.

Directed intrusion and detection and remediation of security vulnerabilities for USAID financial core systems, Momentum versions 3.5.2.2 and 3.7.2.1

Developed security awareness training for the Agency Information System Security Officers (ISSO), testing programs and numerous Momentum financial reports currently in development.

Lead team of business systems analysts, developers and documentation specialists to develop testing strategies and approach for system components  Resolved many errors and issues discovered during testing. Performed regression and System testing of AMS Momentum core financial system version 3.5.2.2 and 3.7.2.1.

Title: Regional Financial Systems Administrator

Served as the principal officer overseeing the accounting and feeder systems for USAID’s $400 million development assistance programs in East and Southern Africa. These systems support the financial accounting, reporting, disbursing and payroll functions for eight country offices and the regional office in Nairobi, Kenya. Reporting to the Regional Controller supervised financial systems Coordinator and six system operators and accounting technicians and I was responsible for the configuration of these systems operating in local area network environments. Oversaw financial database administration and financial software acquisition policy and the development of ad hoc financial applications. At the request of the Agency Deputy Chief Financial Officer, served as expert consultant for systems installations in Africa and other regions. Also designed training courses on the use of the overseas accounting and disbursing systems and traveled widely to conduct training for accountants, financial analysts, chief accountants, voucher examiners, program managers, database administrators, financial systems coordinators and newly hired overseas controllers.

Title: Financial Systems Coordinator

Coordinated the mission financial management system, performing financial accounting and analytical services for operating expenses and development program activities for the Regional Economic Development Services Office for East and Southern Africa. Reported to the Deputy Controller, and supervised three Data Processors and six accounting technicians and was responsible for overseeing the validation of daily accounting transactions to ensure that financial ledgers, reports, and supporting records are current, accurate, and complete.  Also served as the technical supervisor for interactive users of the accounting and disbursing systems and oversaw maintenance of source tables and special input programs to convert data for export to and from other interfacing systems.  Managed system data quality through correction of accounting records in the database and transferred data files and utility reports from the UNIX platform to the LAN or other storage media.

Developed and maintained an Internet web site for the office. Assisted users in resolving complicated access problems, data input errors generated by the system inhibiting input of specific transactions, and clearing lock out conditions. Archived old records off the system.  Performed extracts of particular mission data to a separate database or created new databases excluding one or more mission’s data. Performed database merge processes for client countries when requested. Applied software patches and installed new releases from USAID/WASHINGTON developers.

Title: Accounting Technician

Responsible for controlling access to the accounting system and the generation of financial reports. Developed reports distribution matrix based on system user requirements and ad hoc management requests for information. I developed utility reports and wrote programs in COBOL and other software languages to run in tandem with accounting applications to produce requested reports. Produced and distributed weekly, monthly, and quarterly financial reports to project managers and client post personnel. Produced and verified USAID Washington required reports in a timely manner. Assisted staff members in obtaining other reports using Unix-based report utilities to design and produce desired formats. Developed new data extraction programs and processes to deliver timely and accurate financial reports, which met client requirements.
