Draft instructions/correspondence/electronic communications, validate personnel documents in Direct Access (Peoplesoft), liaison with Integrated Support Command Portsmouth, Coast Guard Atlantic Area and U.S. Joint Forces Command.  Assistant to Executive Officer in managing administrative functions for unit and inter-service operations arising from command and control of assigned U.S. joint military forces and inter-theater deployments of USJFCOM forces worldwide.

Position Held:  Training Allowance Billet (TAB) Manager, Training and Resources Management Division

Program Analyst responsible for managing 300 Training Allowance Billets for Advanced Postgraduate Education Program and monitoring approx. $3.8 M tuition costs for AFC-56 training budget, including providing expert analysis and advice on TAB Personnel Allowance Listing (TABPAL) issues to senior management officials, contractor, CG Academic program managers across directorates ensuring accuracy of program data in Direct Access (Peoplesoft) to ensure proper allocation of resources for students assigned to training billets, conducting complex analyses in response to datacalls for officers, enlisted and civilian students from senior management.

 Accomplishments:

  • Developed and maintained database to track AFC-56 funds managed in a Financial Desktop Program   (FDP) vs. Spend Plan projections/executed costs for multi-year budget for years 2002-2003, being used as foundation for new Access database for 2004 and beyond.

  • Initiated process for managing cost-sharing student accounts so that tuition payments would be within approved program budget.

  • Alerted tuition payment clerk when overpayments existed, including finding of duplicate $20,000 payment and implemented procedures for improved internal controls to guard against waste, fraud and abuse of limited training resources.

  • Devised system of project codes to track tuition projections/expenses by program and modeling to  track actual versus projected costs to prevent budget overruns.

  • Developed complex formulae to calculate actual Full-time Equivalent (FTE) consumption by fiscal year, not tracked since 1999.

Position Held:  Program Analyst, Business Analysis Division

Assisted two GS-14 Program Analysts and one GS-13 Program Analyst on key projects they developed and  conducted complex analyses of financial operations and management of Coast Guard-wide programs:

  • Reporting Environmental Liabilities on the Coast Guard Financial Statement - Assisted development of reporting requirements for environmental liabilities arising from hazardous materials contamination onboard Coast Guard vessels and facilities across U.S. for 2000/2001 in accordance with Office of Management and Budget (OMB) guidelines by conducting complex analyses of liability estimates to comply with Chief Financial Officer (CFO) Act and functioning as liaison to Asset Management Staff and civil engineers at Civil Engineering Units (CEUs) to monitor progress/data quality, resolve problem areas.

  • FACTS I/II Gap Study Natural Working Group (NWG) - Assisted in development of plan to correct deficiencies in reporting inventory at aircraft/vessel Inventory Control Points (ICPs) with Dept. of Treasury’s FACTS I/II and U.S. General Ledger (USSGL) by working with Team Leader in drafting instructions for NWG working charter and performing final edit of Gap Study Report published in April 2001.

  • Coast Guard Real Property Baseline Review -  Identified/corrected discrepancies in financial records for $1 billion Coast Guard real property nationwide after gathering data from Coast Guard District offices to verify existence, cost, acreage, project data, capitalization in preparation for FY2001 budget modeling and submission for financial statement.

  • Stewardship Project - Reviewed FY2000 Stewardship Report for lighthouses, keepers quarters, etc., evaluated changes since last annual review, verified data collected and made recommendations to be incorporated into FY2001 Stewardship Report for heritage assets

Accomplishments:

  • Reviewed, consolidated $109 M environmental liabilities in Excel for FY2000 Coast Guard Financial Statement for General Accounting Office auditors, contributing to Coast Guard’s second clean opinion.

  • Recommendation to GS-14 Real Property Analyst to create interface between Civil Engineering Design System (CEDS) and Oracle database managed by CG Finance Center resulted in reduced datacalls to field and time savings to Finance Center staff, engineers and Financial Management Staff.

  • Developed technical schedules used as basis for Gap Study, review and editing of final report, thus contributing to Team Achievement Award.

  • Awarded Commandant’s 2nd Letter of Commendation (Gold Star) for data analysis of over 20,000 property records and completing Annual Stewardship Report ahead of schedule.

Accomplishments:

  • Co-negotiator of $500,000 award of government contract to California apparel manufacturer over six-month negotiation period and accomplished full collections of consulting fees for KCI, Inc. on this contract.

  • Published historical article in Coast Guard “Reservist” magazine, “From POW to SPAR!”.

  • Identified 3-year backlog of scanned electronic records that had not been transferred into officer official personnel records that resulted in Coast Guard effort to remove backlog and revise procedures to ensure scanned documents would be expeditiously transferred into permanent personnel records.

  • Recommendations made for improving receivership tax return database reports were incorporated into new tax management software that replaced TaxPlus Program in 1994.

  • Coordinated/drafted/published the Tax Unit Procedures Manual for FSLIC Tax Unit in 1990 and recognized by supervisor for well organized, timely managed compliance audit reviews during bank compliance report project.
