Served as Deputy Program Manager
for the Integrated Financial Management Systems Program at the US
Agency for International Development (USAID). Directed,
monitored and evaluated various aspects of acquisition, development
and implementation of American Management System’s JFMIP certified
‘Momentum’ COTS application, interface development for
disbursements, budget formulation, personnel/payroll (w/ US
Agriculture’s National Finance Center), procurement and grants
administration applications, field operations budgetary control
systems, as well as the Agency’s activity based cost accounting
requirements. Monitored and evaluated various aspects of Phase 1
of the Program, the core system implementation, including financial
systems requirements, software developments, risk assessments, systems
security measures and standards, and overall compliance with OMB’s
Circular A-123, and A127 for financial management of accounting and
control systems.
Served as the Project
Manager for implementation of CDSI’s JFMIP certified COTS “i.e.
FARS” application as the core financial system at the US Marshals
Service. Directed all aspects of acquisition, implementation,
testing, and integration of the COTS application with legacy systems
of the Department of Justice and external systems. These included US
Treasury Disbursing, NFC Personnel Payroll processing service,
Department of Justice legacy Budgetary Control-Obligations and
Acquired Assets applications. Also directed development and
integration of 96 field office budgetary control reporting
applications interface with the Marshals Core System. Assisted in the
establishment of a Finance Office operation, separate from the
Justice Department. Maintained control over compliance requirements
for Standard General Ledger and financial Reporting in accordance with
OMB A123 and 127 circulars, and JFMIP requirements.
Directed financial COTS software
development and systems integration/implementation projects involving
from10 to 200 staff for more than 15 government agencies through full
systems life cycle management and support phases.
Provided technical direction and
administrative support of CDSI’s Debt Management and Collection
application at HUD for the collection of defaulted loans.
Developed and instituted several
proprietary financial software systems for use by government agencies,
contractors, real estate developers and debt collection programs at
Federal Agencies. Directed software development, product management,
market development, marketing and sales, software licensing and
contracting of related professional and processing services.
Directed establishment and
operation of an outsourcing center for processing of client financial
systems applications.
Directed design and development
of insurance case tracking, acquired assets and cash management
applications for the Mortgage Insurance Administration of the US
Department of Housing and Urban development.
Directed the development of
requirements for the re-engineering of a proprietary financial
software COTS application from a mainframe environment to a fully open
client server system.
Directed the development and
implementation of strategic planning and business development at
several government agencies, including the development of key results
and management performance factors in conformance with recent Chief
Financial Officers legislation.
As manager in the consulting
division of Price Waterhouse & Co., a renowned international
accounting and management services firm, provided a wide range of
information systems and management consulting services to both
commercial and government agencies. Directed various client
engagements involving from 6 to 25 consultants.
