Accomplishments

Financial Management

  • Managed four divisions (75) employees): Departmental Accounting and Analysis, Financial Systems Development, Special Accounts and Payroll, and Management Accounting and Pricing
  • Provided nationwide oversight of accounting functions and ADP financial systems development of approximately 25 field sites and 45 integrated contractors
  • Redesigned and developed a fully automated funds distribution and administrative control of funds system for DOE. The system controlled approximately $23 billion of appropriated funds and $2 billion for reimbursable work for other government agencies, state and local governments, and domestic and foreign businesses.
  • Performed the formulation, presentation, execution, and review of multimillion dollar budgets at Headquarters for a cabinet level agency, and at the field level for U.S. Army research and development laboratories
  • Led special assignments from the DOE Controller and the Assistant Secretary for Management and Administration concerning sensitive financial management issues. Reviewed correspondence produced by DOE and external reports (from the Government Accounting Office, Inspector General, Office of Management and Budget, etc.) to assure these documents properly reflect DOE position/policy
  • Performed liaison responsibilities with Congressional appropriations staff and General Accounting Office auditors concerning various financially sensitive issues
  • Acquired knowledge of management principles and techniques as applied to the research and development environment through management of financial programs for R&D Laboratories
  • Managed and directed the design, development, and implementation of DOE's integrated accounting systems, including the Departmental Financial Information System (FIS), which is a source of data for DOE's internal and external reporting , and the Department's integrated standardized core accounting system
  • Ensured standardization and integration of contractors and DOE field office financial reporting systems with DOE's FIS
  • Managed HDL's entire budget of $50M using an integrated commercial/government cost accounting system; presented and justified HDL's revolving fund budget to higher echelons (i.e., Army Material Command, Department of Army, DOD, and OMB) and was able to obtain additional $50M for construction of new laboratories

Federal Policies and Practices

  • Acquired a broad knowledge of Federal financial management policies and practices (e.g., Federal appropriations law, Treasury requirements, OMB circulars, 31 U.S. Code on "Money and Finance," and Chief Financial Officer's [CFO] Act of 1990)
  • Obtained detailed knowledge of DOE's financial policies and procedures: formulated/promulgated DOE's financial policies concerning reimbursable work for others, cost accounting, inventories ($50 billion), and pricing of products and services ($8 billion annual sales) to comply with the CFO Act
  • Performed and documented for senior management at the Nuclear Regulatory Commission (NRC) an evaluation of NRC's financial management policies, procedures, and systems
  • Transitioned and integrated the financial resources and requirements of eight agencies into the Department of Energy when the Department was created by Congress

Cost Accounting/Analysis

  • Administered full cost recovery policy for pricing of DOE's varied products and services (e.g., nuclear materials, isotopes, uranium enrichment services) furnished to other Federal Agencies, state and local governments, and foreign and domestic enterprises.
  • Solved cost allocation problems, pricing issues and other financial problems involving DOE's working capital funds, reimbursable work for others funding, and power marketing administrations revolving funds.
