Accomplishments

Consultant to VISA to convince Federal Agencies they should select VISA as their branded charge card for Procurement, Travel and Fleet programs. VISA obtained 70% ($8.5 Billion) of the Federal Governments charge card business.

Consultant to Citibank to convince Federal Agencies they should select Citibank as their Procurement, Travel and Fleet charge card provider. Citibank, one of five competing banks, obtained 40% ($2.8 Billion) Procurement charge cards, 22% ($900 million) Travel charge cards, and 25% ($240 million) Fleet charge cards.

Designed, developed, implemented and managed the Department of Veteran Affairs Charge Card Program. In two years the Department of Veterans Affairs went from no charge cards usage to 33,000 charge cards issued, 1.6 million transactions totaling over $783 million. The Department of Veterans Affairs earned a rebate of $5.1 million for the year. The Department of Veterans Affairs 1998 & 1999 charge card program will exceed 2.0 million transactions totaling more than $1 Billion dollars and should earn a rebate exceeding $9 million.

Developed and implemented an Internet charge card system for card users.

Designed, developed, implemented and managed a Prime Vendor payment system using charge card technology. Eliminated thousands of invoices, receiving reports and payments and utilized a single daily EFT payment.

Implemented an electronic commerce reporting system for the payment of employee withholding taxes to all state taxing authorities.

Designed, developed, implemented and managed an Interactive Voice Response System for vendor and employee inquiry of payments.

Developed a Vendor payment re-certification system with the Department of the Treasury and an Internet check cancellations system to transmit and receive Department of the Treasury check cancellation data.

Implemented an electronic commerce system to handle 550,000 transactions electronically between the Department of Veterans Affairs medical insurance carriers and VA.

Designed, developed, implemented and managed a travel system that completely automates travel in the Department of Veterans Affairs thus eliminating all paper.

Implemented and managed a VA Franchise Fund, consisting of 7 different business lines.

Designed, developed, implemented and managed a full cycle EDI vendor procurement, invoicing, receiving report and payment system thus eliminating thousands of paper documents monthly.

Implemented an Electronic Benefits Transfer program for benefit recipients who receive Treasury checks but have no banking relationships.

Contracted, implemented and managed multiple award Travel Management Center contracts for all of the Department of Veterans Affairs 230 nationwide offices.

Designed, developed, funded and implemented a combo check printing and enclosure system with the Department of the Treasury, thus eliminating the separate mailings of checks and statements which explained the payment.

Served on various government wide steering committees: Electronic Commerce, Franchise Fund, Federal Travel, CFO Council Steering Committees, etc.

Developed a Finance Electronic Document Imaging System that is interactive with the Department of Veterans Affairs Financial Systems and uses Internet technology to share documents nationwide.

Implemented and managed the first grant payment system cross servicing program for paying other Federal Agency’s grants.

Designed, developed, implemented and managed the first fully automated (EDI) disbursement system for grants.

Designed, developed, implemented and managed the first modern government on-line, real-time accounting system under Reform 88. This system was exported to other Federal agencies and ultimately marketed by Ernst and Young.

Claims (Debt) collection Officer and Cash Management Officer.

Developed, implemented and expanded the Government’s first check paid letter of credit at the Health Care Financing Administration for the Medicare program. No funds are disbursed from the Treasury until the payment instrument (check) is presented to the bank on which it is drawn.

Conducted organizational and financial management surveys and studies.
